Introduction to Budgeting
and Financial Planning for Budget Holders within Social Care – 16th
July
So often in local
government, non-finance managers are required to produce budgets
and complete financial forecasting and monitoring returns as a part
of their role and yet they aren’t provided with the training to
enable them to do this effectively. The result is budget holders
who aren’t engaged in the budget and monitoring process and who
don’t have the necessary skills to provide accurate and meaningful financial
management information.
In response to this
problem, CIPFA is running a training event in July that has been
designed specifically for social care non-finance managers who have
responsibility for the setting, forecasting, monitoring and reporting
of local service budgets, or for local finance staff who are new to
the role of supporting these budget holders with the provision of
forecasting information.
Written and presented in an
easy to understand, non-technical way, the day will provide delegates
with a good basic understanding of how to set, monitor and report
on their local service budgets as well as how to identify and
understand variances within their budget and how to provide more
meaningful forecasts and monitoring information.

Demand Led Services: Plans
that Better Match Reality on The Ground - Webinar 21 July
In 4 out of 5 councils
spending was more than budget for Children's Services in 2018-19.
This was also true for nearly half of councils in Adult Social
Care. A pattern seen over many years. Is this the best we can
expect from demand led services?
How can we prepare service
and financial plans that better match reality on the ground?
How can we ensure that plans deliver good outcomes and value with
increasing and volatile demand? What can we learn from those
councils whose plans do this?
In this specialist CIPFA
event, our associate Phil Harding will draw on fresh research that
addresses these questions. Advice that will be included in new
CIPFA guidance to be published shortly before these events take
place.
Brand new CIPFA and Xantura partnership: Covid-19 OneView
service
Local authorities are
currently working around the clock to determine how best to support
vulnerable groups during the COVID-19 outbreak. While support
systems and operational processes are being rapidly mobilised,
councils also need to work out how to prioritise different levels
of support for different groups. This requires not only assessing
the impact on current service level requirements but also managing
the impact on what this means for funding as cost and demands both
rise. The task is considerable and presents serious challenges.
As part of CIPFA's ongoing
programme to deliver immediate and practical support to councils
during this unprecedented crisis, we have partnered with public
sector data specialist Xantura to deliver a service that can
quickly identify which vulnerable groups are in most critical need
of support. In line with all relevant data protection
regulations, Xantura will integrate the data you already have about
vulnerable groups into one place, and then provide a multi-agency
triage tool and case management system – COVID-19 OneView –
identifying those whose support needs may escalate as a result of
the crisis.

MHCLG release: Summary of
data collected from local authorities on the financial impact of
Covid-19
MHCLG has published figures
from its monthly data collection exercise to gather information on
the impact COVID-19 is having on council finances.
The data collection is
designed to provide the government with ongoing financial
management information on financial pressures councils are
experiencing due to the pandemic. It is not a formal return but
best estimates to inform work in government on supporting councils.
The published information
which has been collected from councils in mid-April and mid-May
shows their combined spending and income pressure to the end of May
has been £3.24 billion with additional funding provided from the
government of £3.14 billion.
