Code of Practice on Managing the Risk of Fraud and Corruption

CIPFA's new code of practice will support organisations seeking to ensure they have the right governance and operational arrangements in place to counter fraud and corruption. It is a voluntary code that can be applied in any public service organisation.

The code has five principles:

  1. Acknowledge responsibility.
  2. Identify risks.
  3. Develop a strategy.
  4. Provide resources.
  5. Take action.

The code builds on CIPFA's previous guidance the Red Book (Managing the Risk of Fraud, Actions to Counter Fraud and Corruption). It is shorter and clearly sets out the importance of top level support from the governing body and leadership team.

The code is freely available to download from the CIPFA website.

To help implement the code CIPFA has produced Code of Practice on Managing the Risk of Fraud and Corruption: Guidance Notes. These will be made available to Better Governance Forum subscribers as part of their membership. Further details on the guidance notes are available from CIPFA publications. Together the code and guidance notes replace the Red Book.
