CIPFA rewards practitioners at every level, from those starting out in their career to those innovating and leading the profession. We acknowledge the personal contributions of our volunteers, who help to support members and students wherever they reside. We also run a series of awards across a variety of industries, which recognise and reward outstanding work and performance.
Regional Innovation of the Year Award
This award can be for a new service to members or an improvement in internal processes. The region must show it has provided a creative solution and success in implementing the innovation. The innovation must satisfy the following criteria: relevance, impact, sustainability and transferability.
The winner for 2019 is the CIPFA South East Region for their Speed Mentoring Evenings.
Two speed mentoring sessions have been held, each attracting over 30 members and at no financial cost to the branch. The social nature of the mentoring facilitated ‘creative engagement with mentors and mentees alike’ and received good feedback from all those involved. Further sessions were held at the CIPFA Annual Conference and at the Central Government One-Finance Conference. The format is:
- transferable and can replicated by other regions
- provides a stimulating evening and can be done alongside other meetings and events
- enables mentoring evenings to be set-up with minimal administration.
Event Programme of the Year Award
This award is for a varied programme of events that meets members’ needs and helps to raise the profile of CIPFA. The criteria for this award are: accessibility, relevance, quality and sustainability.
The winner for 2019 is the CIPFA North West Region, who provided a varied and well planned programme of events.
The region was split into sub-groups to enable events to be accessible to members spread across the region.
An action plan for events is coordinated by regional volunteers made up of members and students. The calendar of events is publicised well in advance and includes CPD and sector specific events.
In making the nomination, the region stated ‘We are constantly striving to develop our programme and this year our focus has been to forge connections with other institutes recognizing the shared learning and opportunities for greater collaboration.’
Public Finance Awards
The annual Public Finance Awards recognise excellence and originality across the public finance and governance sectors.
Entries are encouraged from all parts of the UK public sector including local government, central government and health and categories focus on everything from treasury and asset management to community engagement. The awards also celebrate outstanding individuals as well as team success.
Judging is carried out by a panel of distinguished sector leaders and commentators. Winners are announced at a special evening ceremony and can look forward to coverage in Public Finance.

Tom Sowerby
The Tom Sowerby Award is presented for outstanding service to CIPFA students. It was established by Tom Sowerby, president of CIPFA from 1973 to 1974.
Nominations are for anyone who has given service to CIPFA students. In practice, this means that candidates are usually CIPFA members, but you don’t have to be a CIPFA member to receive the award. The winner has traditionally been invited as a guest to the CIPFA Annual Student Conference and been presented by the CIPFA President.
The most recent winner was Marilyn Clarke, PA to the Executive Support Team at CIPFA.
Hedley Marshall Memorial Award
The award is given for an outstanding contribution to regional activities. It is named after Dr Hedley Marshall CBE, President of the Institute in 1953.
It is awarded to an individual nominated by their peers. Each region can only nominate one person each year.
The judges look for ‘consistency and intensity of a nominee’s contribution over a significant period of time’. The criteria to be met includes: consistency, intensity, impact, innovation and context. It is presented at the Regions Autumn Forum.
This year's winner is Andy Morley. He was nominated by Tony Crawley, the President of CIPFA in the Midlands, who says in his nomination statement that he 'has been the engine room of the council for many years, offering advice, support.. and delivering strategic success.' Tony explains that he 'has formed the cornerstone of a series of successful regional teams over the years. His impact on the team is noteworthy... and he has ensured there is a clear succession plan in place.'
