As from June 2015, the CIPFA Social Care and Welfare Reform Panel has combined with the Association of Directors of Adult Services (ADASS) Resources Group to form the CIPFA-ADASS Social Care and Welfare Reform Panel.
ADASS and CIPFA have many shared objectives and will be looking together at how best to support the social care sector. Working together achieves improved overall knowledge and capacity and enables administration to be shared, in line with good collaborative practice.
The Panel is co-chaired by Richard Harbord (formerly Chairman of the separate CIPFA Panel) and John Jackson and Simon Williams (of ADASS). The Panel reports to CIPFA's Public Policy and Standards Board and ADASS’s Executive Council.
The CIPFA-ADASS Social Care Panel:
- formulates and implements – through its networks - social care policy with resource impacts
- approves (by the Chair where necessary) CIPFA-ADASS responses to funding proposals, consultation/discussion papers and exposure drafts from government other relevant bodies – responses may be separate or joint
- develops, promotes and maintains best practice, standards and guidelines
- produces and circulates advice for members and employers
- establishes relationships with government, national audit bodies, regulators and other relevant bodies
- works with the Institute of Revenues Rating and Valuation, the National Association of Financial Assessments and the Association of Public Authority Deputies, all of whom may be represented on the Panel, and so covers welfare reform, financial assessment and deputyship within its remit.
- invites attendance from government, regulatory and representative bodies as appropriate, in particular the Department of Health, National Audit Office and Local Government Association
- liaises with other bodies as appropriate, in particular CIPFA’s Health Panel and ADASS’s Executive Council.
Meetings are held quarterly, and in line with the importance of integrating health and social care successfully, each quarterly meeting is held in the morning, and followed by a joint meeting with CIPFA’s Health Panel.
The Panel will produce a quarterly newsletter after each meeting with effect from August 2015.

Glasgow: CIPFA Scotland, in conjunction with the HFMA, are holding a one-day conference on 16 September, aimed at senior finance practitioners. Christine McLaughlin (Deputy Director for Health Finance, Scottish Government) will be among those exploring the challenges and opportunities that health and social care integration offer the finance community. London: an Integration Summit (run jointly with HFMA) on 30 September, at which key figures including Chris Ham (Chief Executive, Kings Fund) will set out the latest whole system thinking for strategic managers.
Manchester: details will be available shortly on CIPFA's Health and Social Care Conference. Leading practitioners including Carol Culley (Head of Financial Management, Manchester City Council) will set out the latest issues of which finance staff should be aware - save the date: 21 October.
