CIPFA and Humentum launch new foundation to drive non-profit transparency globally

01-10-2025

The Chartered Institute of Public Finance and Accountancy (CIPFA) and Humentum today announced the creation of the International Non-Profit Reporting Foundation (INPRF) – a new public interest entity dedicated to improving transparency and accountability across the non-profit sector globally.

The Foundation will provide the long-term home for the International Non-Profit Accounting Standard (INPAS), a first-of-its-kind comprehensive accounting framework. It will oversee the future development, adoption and maintenance of INPAS and any future standards, ensuring their ongoing relevance to non-profits, donors, regulators and the communities they serve. The Foundation’s vision is a world where all stakeholders can be confident that non-profits use resources effectively to achieve social good.

The creation of INPRF provides continuity from the IFR4NPO project, run jointly by CIPFA and Humentum. The project team has transitioned to form the Executive Team of the new Foundation, with Ian Carruthers, outgoing Chair of the International Public Sector Accounting Standards Board (IPSASB), appointed as its first Chief Executive - ensuring that expertise and technical leadership are carried forward.

Ian Carruthers, Chief Executive of INPRF, said:

"The launch of the Foundation is about more than standards — it’s about giving non-profits the tools they need to demonstrate transparency, strengthen accountability, and ultimately build greater trust with the communities and funders they serve. I’m delighted to take on the role of INPRF’s first Chief Executive at such a critical moment for the global non-profit sector. I look forward to working with colleagues around the world to ensure INPAS becomes a lasting resource that supports the sector’s vital work."

CIPFA and Humentum have each nominated one inaugural trustee: Chris Austin, CPFA, CBE, and Dr Joyce Tamale, FCCA, who bring global experience in improving the quality of non-profit reporting and reducing the burden of multiple reporting formats.

Owen Mapley, Chief Executive of CIPFA, said:

“Having led the development of INPAS alongside national and international standard setters, I and colleagues at CIPFA feel huge pride in being able to help establish INPRF as the independent body that will take this work forward. The Foundation represents a vital step in giving the non-profit sector the same professional consistency and credibility that financial reporting standards have brought to the public and private sectors.”

Jocelyn Boughton, Co-CEO of Humentum said:

“The upcoming launch of INPAS marks a turning point for non-profit financial reporting — equipping organisations with a global accounting standard that streamlines requirements and fosters financial sustainability. We’re proud to help establish the Foundation that will take forward the critical work that builds resilience and shifts power to local actors, giving them greater autonomy and influence.”
