CIPFA responds to the Scottish Parliament’s consultation on the National Care Service (Scotland) Bill (Stage 2).
CIPFA Social Care Policy Advisor Dr William Burns said:
“Scotland’s social care system is under unprecedented strain. Rising demand, mounting financial pressures and persistent workforce challenges are overwhelming the sector.
“While wide-scale reform is undeniably necessary, the Scottish Government's approach—building a National Care Service (NCS)—raises concerns. CIPFA’s 2022 critique highlighted issues with the Bill’s financial memorandum, questioning the accuracy of cost estimates and value for money. Now, with the introduction of a National Care Service Board, the focus seems to be on adding bureaucratic layers rather than addressing fundamental issues like ineffective funding.
“Health and care partners across Scotland are grappling with financial sustainability, struggling to meet statutory duties within tight budgets, and facing the pressing challenge of delivering balanced budgets. Adult social care remains the most urgent issue for councils.
“The critical question is whether investing resources in structural change is the best use of limited time and funds when immediate challenges demand attention.
“CIPFA urges the Scottish Government to prioritise strengthening the current health and care system before pursuing structural reforms.”
