Putting people first: CIPFA responds to Devolution White Paper

"Local authorities and public services need a robust framework for accountability and sustainability, ensuring that the devolution process is matched with the right resources and powers to create lasting, positive change."

In response to the UK government’s English Devolution White Paper, CIPFA Chief Executive Owen Mapley said:

"Devolution has the potential to improve local governance and service delivery, but it must be matched with the right resources, clear accountability, and simplified structures to deliver meaningful change. While the promise of more powers for local authorities and mayors is encouraging, these reforms must streamline decision-making and service delivery, making it easier for communities to engage with and benefit from local services.

"The focus must remain on the needs of local residents, ensuring that services are delivered efficiently, with clear communication and effective coordination across different sectors. Simplifying local government structures—removing unnecessary layers of complexity and duplication—will not only improve efficiency but will also make local authorities more responsive to the needs of their communities.

"As we decentralise powers to local leaders, it’s crucial that they have the flexibility and resources to make the right decisions for their areas. At the same time, we need a robust local audit system to ensure that public money is spent effectively and transparently.

"Ultimately, the success of devolution will be measured by its impact on people’s lives. A streamlined, well-resourced accountable system will improve services and help communities thrive. This is the opportunity that devolution presents, and it’s one that we must seize."
