In response to the Welsh Government’s draft budget for 2025-26, the Chartered Institute of Public Finance and Accountancy (CIPFA) welcomes the efforts to target additional funding received in 2024 to addressing critical public service challenges, including key commitments to health care, housing, education and transport.
The 4.3% uplift for local government, and the focus on vital investments are positive steps. However, CIPFA underscores the importance of long-term reforms to establish sustainable and resilient public sector finances across Wales.
CIPFA Chief Executive Owen Mapley, said:
“This budget reflects a commitment to investment in vital public service and the Finance Minister’s intention to ‘rebuild and reinvigorate’ Welsh public services.’ However, as the Minister notes, achieving truly sustainable public services requires more than a single year’s effort. Structural reforms are necessary to address the enduring financial challenges faced not only in Wales but across all four nations of the UK.”
