Consultation on updated guidance on the annual review and preparation of an annual governance statement

UK local government bodies are required by the statutory regulations of their national government to undertake an annual review of the effectiveness of its system of internal control. The outcome is published in an annual governance statement (AGS). Guidance on the completion of the review and AGS is in Delivering Good Governance in Local Government: Framework (Governance Framework) (CIPFA and Solace, 2016). CIPFA and Solace propose to update that guidance with an Addendum.

The aims of the Addendum are to support good governance in the sector, reflect the changes affecting governance in local government bodies since 2016, encourage robust reviews of governance arrangements and improve accountability to stakeholders, including local communities. 

The consultation is applicable to all local government bodies that undertake an annual review and publish an AGS in accordance with the appropriate national regulations and the 2016 Framework. It is also relevant to external auditors and the stakeholders of local authorities that take assurance from the AGS.

A reference group of stakeholders and practitioners have supported the development of the Addendum. We are now consulting on the draft guidance.
