The Achieving Finance Excellence in Policing (AFEP) programme has been designed in partnership with CIPFA and driven from within the Finance and Coordinating Committee of NPCC. It is supported by the Association of Police and Crime Commissioners (APCC) and the Police and Crime Commissioners Treasurers' Society (PACCTS).
A unique reinvestment initiative from CIPFA back into the police sector
Due to the success of the award-winning Achieving Finance Excellence in Policing programme, CIPFA is delighted to be able to reinvest in strengthening financial management in the police sector. With over 80% of forces subscribing to AFEP, there are many opportunities for CIPFA to deliver ongoing support and training for police finance professionals. The vision of AFEP is to achieve financial excellence through building on national capacity and providing local support, and this reinvestment will further that aim, allowing the benefits of the programme to cascade over the long term.
As a thank you for your continued commitment and support, CIPFA has identified three areas where we can offer services beyond the initial scope of the AFEP programme.

AFEP PQ scholarship
The PQ scholarship, a CIPFA-funded chartered qualification, was made available free of charge to AFEP students nationally. Successful candidates for the September 2020 intake have been notified and we now open up the application process for the March/ April 2021 intake; even more AFEP members stand to benefit from this fantastic opportunity!
Forces can submit multiple applications, but please be mindful that you, the employer, will be required to support each application with a letter of validation and reasons for the application.

Free asset management health check
CIPFA Property is able to offer AFEP members a high-level structured health check for asset management within police authorities, which draws on the latest guidance and our own nationally recognised expertise. The health check is aimed at reassuring police authorities that their asset management policies, structures and approaches are all they should be while helping to identify areas of weakness and actions for the future.
The health check consists of a workshop and discussion into a range of areas including:
- strategic asset management and governance
- estate management
- development, design and construction of capital projects
- repairs and maintenance
- statutory compliance
- soft facilities management.
