About this event
The theme for the Directors of Finance/PACCTS Seminar will be policing over the next 10 years, and the CFO's leadership role in this. Guest speakers include the NPCC and experts from University of Birmingham taking us through a report on the economic impact of policing and a representative from the Home Office will be joining us to discuss the spending review.
Delegates will have the opportunity to ask questions, share insights and learn from industry experts in a safe space.
This event will take place at the Radcliffe conference centre, which is part of the University of Warwick Conference facilities on Monday 1 December 2025 from 09:00 - 16:00. To book your place please press the book now button above.

Speaker - Nick Adams, Chief Officer for Finance, Resources and Innovation at Avon and Somerset Police
Nick has held a number of roles within the organisation, including heading up the Transformation and Improvement directorate which helps the organisation to plan and deliver business improvement.
In his chief officer role, Nick is responsible for a large portfolio of services ranging from information technology to facilities management.
Speaker - Kelvin Menon, Chief Finance and S151 Officer - Office of the Police and Crime Commissioner for Surrey
After finishing a degree in Physics Kelvin initially trained as a Chartered Accountant in London working in audit. He worked with many different clients such as housing associations, unit trusts, legal practices and light industrial. His first move out of practice was as CFO of a legal practice and a few years later he moved on to a retail and property business.
This was followed by a transfer into the public sector, where he joined CIPFA, as an NHS CFO responsible for primary care services and then to being sec 151 at a District Council.
He joined policing 6 years ago and is currently Sec151 for the Surrey Police and Crime Commissioner, sits on the Surrey Pension Fund Committee and is vice president of PACCTS. Kelvin is a fully paid up MAMIL and likes nothing better than cycling round Windsor Great Park and the Chilterns as fast as his legs will let him.
Speaker - Gavin Stephens, Chair of National Police Chiefs Council
Gavin was elected to the Chair of the National Police Chiefs’ Council (NPCC) in 2022 and took up the role in April 2023, having served in Surrey Police from Constable to Chief Constable.
As Chair of NPCC Gavin is responsible for ensuring strong co-ordination and collaboration across UK Policing, including British Overseas Territories and Crown Dependencies. Policing practices across the UK are held together by strong principles and values, which are rooted in policing by consent. Working together with the Association of Police and Crime Commissioners, the College of Policing, His Majesty’s Inspectorate, the National Crime Agency, and many other public and voluntary bodies, Gavin ensures NPCC contributes to a shared vision of achieving the most trusted and engaged policing service in the world, by making communities safer and stronger.
Gavin is the Senior Responsible Officer for the national Police Race Action Plan. He is a Director of BlueLight Commercial and Police Digital Services.
He chairs the Boards of the Criminal Records Office, Police Crime Prevention Initiatives and the Board of Trustees for Police Arboretum Memorial Trust. He is a patron of the Police Mutual Assurance Society.
In his former role as Chief Constable of Surrey, Gavin was chair of the NPCC Finance Coordination Committee and NPCC Communications Advisory Group. Prior to that he was NPCC lead for Neighbourhood Policing and chaired the committee to produce the College of Policing Guidelines on Modernising Neighbourhood Policing.
Born and bred in Hartlepool on the North East coast, Gavin studied engineering and management studies at the University of Cambridge and worked for GEC Marconi Research as a sponsored student. Upon graduation he joined Cambridgeshire Constabulary, then transferred to Surrey Police in 1996. He worked across a wide variety of roles including Head of Serious & Organised Crime, Professional Standards, and often returned to his passion of Neighbourhood Policing.
Speaker - Megan McPherson, Head of Police Funding, Home Office
Megan is the Head of Police Funding Team at the Home Office, where she is responsible for delivering the annual police funding settlement and monitoring police force financial health.
She joined the team in June 2024 and has led it through two Spending Reviews and the first police funding settlement under the new Labour government.
Prior to joining the Home Office, she worked in Ofgem and HM Treasury in a variety of roles covering public spending, financial resilience, consumer protection and economic growth
Speaker - James Rockey, Professor of Economics
James Rockey is Professor of Economics at the University of Birmingham. An applied economist, his current research focuses on the economics of policing and safety in healthcare. His methodological expertise is in using administrative data sources and modern causal inference techniques to answer complex policy questions.
His broader research includes the economic consequences of working from home (the 'zoomshock'), behavioural political economy, and various aspects of inequality. He is passionate about interdisciplinary research and collaboration. He works with public and private sector organisations, applying economic analysis and rigorous data science to extract insights from underused data and inform business and policy decisions .
Speaker - Iain McCulloch, FCPFA, CFO, Office of the Sussex Police and Crime Commissioner
Iain grew up in Gibraltar and then Cornwall. He began his finance career in 1987, working as a rating assistant for West Devon Borough Council. He completed the CIPFA qualification and was admitted as a CPFA in 1997. He then developed his skills in several roles at various local authorities. In 2005 Iain took a year-long break, spending his time travelling the Southern Mediterranean, sailing and diving. During this time, he also created a popular news and information website. He returned to the public finance world in 2006, which led to a number of varied and exciting interim roles, including working with the council on the remote Isles of Scilly.
He joined the police finance world in 2014, when he took on the role of the Joint Deputy Head of Finance for Northumbria Police and Police and Crime Commissioner. In 2016 Iain moved back south to take up his current role as the Chief Finance Officer for the Sussex Police and Crime Commissioner. He is a passionate advocate of continuous personal and professional development. Iain McCulloch, is an ILM 7 qualified executive coach, and has been helping CIPFA to deliver its AFEP programme in his role as the joint chair of the people development sub-group.
