About this event

The HRA is a mystery for many – with a complex range of legislative and accounting rules.  We will help demystify the HRA for you.

Our webinar on the introduction to the HRA is an essential session for those housing managers that want to know more about the finances, and for those finance professionals that may be new to the HRA.

Colleagues responsible for budgetary management and future development within housing services may also find this course extremely useful in helping them understand the context in which their services are provided.

How will I benefit?

The course provides a comprehensive introduction to Housing Finance and the Housing Revenue Account in England, covering the statutory background to the HRA, the landlord function, the ring-fence between the HRA and the General Fund, and the key business planning, revenue and capital accounting requirements for local authority housing. It also covers the principal accounting treatment for housing assets (i.e. council housing), highlighting the areas unique to the HRA.

Steve Partridge, CPFA, is a director at Savills Housing Consultancy. Steve is a senior leader and highly regarded national expert in housing finance with over 25 years’ experience in the public and private sectors of business planning, investment appraisal, financing and the development of new homes. Steve specialises in working with housing providers to build their financial capacity, to assess options for, and then implement the delivery of new and better housing.

David Ellis

David joined CIPFA in July 2012 as a FAN advisor, after a 30 year career in local government. He spent several years as chief accountant with key responsibilities for the statement of accounts. David has an extensive technical knowledge and practical understanding of local authority financial statements and the International Financial Reporting Standards (IFRS)-based Code of Practice, and uses that wealth of knowledge and experience to provide support and guidance to practitioners across local government in his established role as FAN advisor. David qualified with CIPFA back in 1989 and uses his passion for understanding the evolving technical aspects of local authority accounting to provide support to finance staff at a practical level. As the pressures on local government funding and services continue to bite, CIPFA's FAN support is becoming an ever-important lifeline for busy practitioners in helping them prepare for and manage the changes in financial reporting and accounting required to comply with the code of practice.
