CIPFA's Local Authority Accounting Panel normally issues updates to the Service Reporting Code of Practice (SeRCOP) on an annual basis.  However, as advised in the 2012/13 SeRCOP Consultation, the timescale for the introduction of changes to the statutory arrangements in relation to the self-financing regime for the Housing Revenue Account (HRA) in England were outside the timetable for the production of the 2012/13 SeRCOP and would need to be implemented via a 2012/13 SeRCOP Update. Therefore, the Local Authority Accounting Panel now consults on an update to the 2012/13 SeRCOP regarding the statutory arrangements for the HRA. In addition, the 2012/13 SeRCOP update also includes amendments to the Police Services Expenditure Analysis to reflect the introduction of Police and Crime Commissioners in England. These proposed amendments are included in Section A of the Consultation.

The proposed amendments to the 2013/14 SeRCOP in relation to Section 2-The Definition of Total Cost and Section 3-The Service Expenditure Analysis for England and Wales are included in Section B of the Consultation and include:

  • major changes to the Adult Social Care Service Expenditure Analysis (England only);
  • a completely new chapter on Public Health for England and
  • the changes to the definitions and classification requirements introduced by the 2013-14 Code in relation to the June 2011 amendments to IAS 19 Employee Benefits

The 2012/13 SeRCOP Update will apply to accounting periods starting on or after 1 April 2012 whilst the 2013/14 SeRCOP will apply to accounting periods starting on or after 1 April 2013 (Note that the amendments in the 2012/13 SeRCOP Update are also included in the 2013/14 SeRCOP).
