We are looking for a proven leader to join the Financial Assessment & Income Collection team for a top London Borough. Your management skills will see you leading the team responsible for financial assessments and the collection of care charges from recipients of Adult Social Care services and other income. You will use your skills and experience to lead the team to deliver income maximisation, debt prevention and successful debt recovery where necessary that is compliant with all relevant legislation and guidance.
You will be enthusiastic and ambitious to deliver results, with a broad understanding of charging and debt recovery legislation, ideally with a strong management background, or with experience working at a relatively senior level within one of these specialised areas.
Your high-level interpersonal skills will lend themselves well to this role as will your ability to forge strong relationships and use purposeful and clear communication to deliver your messages. You will have a good understanding of the business needs for adult social care services and an ability to deliver practical and customer-focused solutions to meet these needs, including leading on member enquiries, charging complaints investigation and resolution.
As part of leading your team you will focus on maximising the opportunities for personal and staff development to ensure you and your team are the best they can be. You will continuously be striving to drive up the quality-of-service provision and the collection rate of care charges, whilst ensuring residents are provided with comprehensive accurate information on paying for care in the most efficient and effective way.
About the role
- Leadership and Management: You will lead and manage the Financial Assessments and Income recovery teams with the primary aim of delivering high quality services.
- Regulatory Compliance: You will be able to demonstrate a thorough understanding of the charging framework for adult social services and knowledge of legislation affecting Adult Social Care Services in relation to Financial Assessments and Debt recovery.
- Experience: Do you have proven experience of advising and supporting senior managers on service and operational matters relating to finance, financial assessment and debt recovery?
- Communication: You will possess excellent communication skills with an ability to respond to difficult customer enquiries and complaints, including Members and MPs’ enquiries.
- Performance Management: You will drive the team towards maximising income recovery, focusing on continuous improvement and excellence.

Essential qualifications, skills and experience
- Level 5 Diploma in Leadership and Management or equivalent or working towards.
- Strong leadership skills with the ability to inspire and motivate a diverse team.
- Proven experience in managing a team to deliver positive outcomes.
- Excellent understanding of charging framework for adult social services and knowledge of legislation affecting Adult Social Care Services (SE1) for example the Care Act 2014.
- Experience of contributing to the development and review of policies, regularly updating working practices as required.
- Effective communication and interpersonal skills with excellent influencing skills that promote open and constructive working relationships with colleagues, subordinates and managers.
- The ability to assimilate large amounts of information to produce reports for senior management as and when required.
- Risk aware; able to collate information, analyse the options and take appropriate decisions.
- Commitment to maintaining and improving the quality of services provided.
