This workshop will provide delegates with an understanding of the framework underpinning the Annual Governance Statement: Delivering Good Governance in Local Government CIPFA and Solace 2016.

It considers the principles and shares examples of what good governance arrangements might look like, together with advice on putting the principles into practice.

About this event

The framework of good governance underpins the vision and objectives of a local authority and provides confidence that its decisions are well made. It supports ethical working and public accountability. The workshop will help delegates to gain a deeper understanding of the framework principles and consider the practical aspects of putting them into practice, including:

  • Developing a local code
  • Obtaining assurance on governance
  • Preparing the Annual Governance Statement

The workshop will be delivered by Diana Melville, CIPFA’s policy lead on governance for local government.

The workshop will be of interest to anyone with a governance role or working on governance reviews or assurance, including: governance managers, internal auditors, risk managers, finance and legal professionals, and strategic directors.

Speaker - Diana Melville, Governance Advisor, CIPFA

Diana is lead advisor for the Better Governance Forum and is CIPFA’s representative on the Internal Audit Standards Advisory Board. She is a CIPFA-qualified accountant and a member of the Chartered Institute of Personnel and Development.

Prior to joining the institute in 2008 she was head of internal audit at Salisbury Council, and held other audit roles in local government and at the National Audit Office. She is part of the CIPFA working group that developed the Good Governance Framework for Local Government (2016) and supports other CIPFA policy initiatives and publications on governance, internal audit and counter fraud.

Speaker - Naomi Whitmore

Naomi is a CIPFA-qualified accountant. She joined CIPFA in 2023 after spending 18 years working in the public sector in both finance and auditing roles. She has worked in both in-house audit teams as well as public sector audit partnerships. She has experience of working across all levels of local government as well as auditing the police, fire, NHS partnerships and education establishments. Naomi delivers events to new auditors, sharing her experiences in internal audit.
