About this event
CIPFA Property and the Association of Chief Estates Surveyors (ACES) have designed a modular diploma that seeks to deliver the skills and knowledge in those key areas of public sector asset management identified as requiring the greatest support:
Module 1 Strategic Asset Management, Introduction and Organisation
Module 2 Development of Documentation and Asset Management Challenge
Module 3 Business Case Development and Option Appraisal
Module 4 Capital Projects and Maintenance
Module 5 Data and Performance
Module 6 Operational vs Non-Operational Property
Module 7 Asset Management Today.
How will the Diploma be assessed?
Short confirmatory assessments will be completed at the end of each module to ensure students have understood the module content. At the end of module 7 a full written assessment will be completed covering all elements of the course.

Who should attend?
The diploma is an ideal qualification for a range of staff who may be involved in Property Asset Management within a public sector setting. These include but are not limited to:
- New starters with little or no previous training
- Property Staff new to the public sector or new to Asset Management
- Staff in other areas who may be involved in strategic property activity i.e. finance professionals, key clients from services, etc.
- More experienced property staff who have specific knowledge gaps or would like a more comprehensive understanding of this area.
Too date over a 200 people from the UK and overseas have been through the diploma from a variety of organisations and different experiences of asset management.
How will the Diploma be delivered?
Whilst the diploma can only be attained by completing all 7 modules and successfully passing the end of course examination, each module is discreet and can be taken independent of other modules to help fill specific knowledge gaps. The course will be completed through online webinar training.

Speaker - David Bentley, Head of Asset Management, CIPFA
David is a professionally qualified quantity surveyor with over 35 years’ experience in the public and private sectors. He has been with CIPFA since 1998 and in this time has become known as one of the leading UK experts on property and asset management within the public sector.
Speaker - Mark Poppy, BA (Hons), MBA
Mark has an MBA and is an alumni of the Ashridge Business School Advanced Leadership Programme. He has worked at a senior level in both the public and private sector as well as a government backed advisory company. He has extensive experience of public-private partnerships and the commercialisation of public services. He manages CIPFA’s property training programmes and within the team on wider property issues throughout the UK.
Speaker - Stuart Knight, Knight Property Consulting Limited
A Chartered Surveyor and MBA with over thirty years’ senior management experience in both the public and private sectors and in all aspects of the property cycle: development, regeneration, estate management, construction, FM, and investment. Considerable expertise in transforming under-performing teams, by leading change to create customer focused and sustainable organisational capability. Extensive experience of successfully delivering, development and construction projects and programmes from business case through to completion and handover.
Speaker - Helen McLeod-Baikie, BSc (Hons) MRICS IRRV (Hons), RICS Registered Valuer
Helen is a Senior Associate of Bruton Knowles and is the Head of Public Sector Valuations. Helen’s experience includes 20 years in the public sector providing valuation advice, strategic asset management including the delivery of acquisitions and disposals, along with estate management duties for a varied portfolio. Helen is a Chartered Surveyor and Registered Valuer and is a member of the Association of Chief Estates Surveyors and Property Managers in the Public Sector and holds a CIPFA Certificate in Asset Valuations. Helen is also an APC Assessor and an Inspire Ambassador for the RICS.
Speaker - Jeremy Pilgrim
Jeremy is a member of the RICS and registered valuer, and has over 35 years of professional property experience, both the private and public sectors.He has substantial experience of the commercial management and investment markets as well as development management. As Head of Property at Southwark and consultant director of property at Enfield, Jeremy has led on many high profile joint venture regeneration projects.
Jeremy is a former president of Association of Chief Estates Surveyors the Public Sector and member of the RICS London Regional board and keen advocate of recruiting the next generation into the profession.
He joins CIPFA as an associate.
Speaker - Richard Wynne, Association of Chief Estates Surveyors
As property director for Salford City Council, Richard has masterminded many comprehensive and significant regeneration projects. Using the strengths of collaborative and partnership working between the public and private sectors he has been able to create long standing partnership agreements, contracts and companies. In his role of long standing Property Director for Salford City Council, he was effective in advising elected members at the highest level and also managed a substantial multi disciplinary team of construction professionals. Now retired, he maintains an active role in the Association of Chief Estates Surveyors and is co-presenter of module 4 (capital projects) of the Diploma in Asset Management offered by the ACES & CIPFA partnership.
Speaker - Andrew Stirling, NHS Property
A senior public sector property professional with extensive experience in local government and recently the NHS. I've held senior property leadership positions in District, Unitary and County Councils, with a background in strategic asset management as well as economic development and planning policy. I'm also a member of ACES and currently Secretary of the ACES Heart of England Branch.

David is a Chartered Surveyor, has an MBA (Distinction) with a Chartered Management Award for Excellence, is a member of the Chartered Management Institute and an active ACES member. David is a highly motivated and experienced Senior Executive and Property Professional, practising as an independent consultant, through the imaginatively named Pethen Consulting Limited, and as an Interim. David has, over the last 39 years, gained a rather eclectic range of technical, commercial, political, policy and operational experience across the public and private sectors, effectively undertaking wide ranging; surveying, corporate, strategic property, policy, partnership, IT and change management roles. David’s key interests are establishing a clear understanding of; the importance of Property Assets in organisational corporate thinking and policy; the benefits of genuine consultation for improved operational and political decision making, and the effective use of robust data/data management systems, to deliver effective Strategic Asset Management.
Speaker - Neil Webster, Cyclo Consulting and Remit Consulting
Neil is the Head of Engagement for ACES but also practices as an independent consultant through Cyclo Consulting and Remit Consulting. He has provided strategic asset management services to various public sector clients including local authorities, Police, health bodies and central government. Topics have included corporate transformation, strategic asset management plans, best value reviews, business cases and locality reviews. He is currently leading the "Future ACES" initiative, which is designed to provide support to early career professionals working in the public sector. Neil is a strong advocate for promoting the public sector within the real estate industry.
