Event summary
This course provides delegates with an advanced level understanding of Local Authority capital and asset accounting concepts and principles, looking at the technical accounting requirements for capital expenditure and its financing, and exploring key elements from the Prudential Framework. It also provides a technical overview of the recent changes to lease accounting under IFRS 16 and an introduction to changes to be introduced in the 2025/26 Code in relation to the valuation of operational assets.

About this event
Who should attend?
The programme is aimed primarily at local authority capital and asset accountants who want to develop their knowledge in some of the more technical aspects of capital accounting and financing. It builds on the beginners’ course (see separate dates for 2025) and explores some of the more ‘advanced’ aspects of the Code’s requirements’.
How will you benefit from attending?
The training will provide attendees with:
- A detailed understanding of the practicalities of capital planning, accounting and financing, including a technical overview of the relevant frameworks and legislation.
- An advanced level awareness of the requirements of the Prudential Code and its application to local authority capital expenditure and financing.
- A greater awareness of the technical basis for capitalisation judgements and asset classification, changes to lease accounting, understanding the mechanics of the Capital Financing Requirement, and the detailed requirements for asset accounting under the UK LA Code of Practice. It also includes a technical update on the latest changes to the Code.

Speaker - David Ellis, FAN Advisor, CIPFA
David joined CIPFA in July 2012 as a FAN advisor, after a 30 year career in local government. He spent several years as chief accountant with key responsibilities for the statement of accounts.
David has an extensive technical knowledge and practical understanding of local authority financial statements and the International Financial Reporting Standards (IFRS)-based Code of Practice, and uses that wealth of knowledge and experience to provide support and guidance to practitioners across local government in his established role as FAN advisor. David qualified with CIPFA back in 1989 and uses his passion for understanding the evolving technical aspects of local authority accounting to provide support to finance staff at a practical level. As the pressures on local government funding and services continue to bite, CIPFA's FAN support is becoming an ever-important lifeline for busy practitioners in helping them prepare for and manage the changes in financial reporting and accounting required to comply with the code of practice.

Speaker - Rebecca Hewitt - Public Finance Technical Advisor, CIPFA
Rebecca joined the Public Financial Management team at CIPFA in 2023 as a technical advisor, following a 20-year career working in local government and for a treasury advisory company. A CIPFA-qualified accountant, she has experience across technical accounting, closedown of accounts, budgeting and financial management for different types of local authorities. Her main areas of expertise are capital and treasury management.
