About this event
Contracting authority’s relationships and contracts with third party suppliers are key to the organisation’s success. The Procurement Act 2023 has far-reaching consequences for organisations, as procurement rules have been significantly expanded to introduce a range of procedural requirements for the performance management of contracts. There are several new contract management obligations the contracting authority will need to understand and comply with, otherwise suppliers will have grounds to bring action for breach of statutory duty where “procurement”, including contract management, has been undertaken otherwise than in accordance with duties under the Act.
The events can also be tailored for your authority.

This series of events is designed for public sector contract managers and those involved in managing suppliers. It is particularly aimed at new entrants to the profession, as well as experienced practitioners who need to refresh their knowledge. It will also support those whose role is reliant on successful contract management including procurement staff or project managers.

Speaker - Mohamed Hans, Procurement Advisor, CIPFA Procurement and Commissioning Network (CPCN)
Mohamed joined CIPFA in 2004, after working as a senior commercial solicitor for a number of West Yorkshire local authorities. He is an expert on the European Public Procurement Rules, and has written extensively on this topic. He has also developed widely-used practitioner toolkits. He is also invited to speak at conferences (UK and abroad) and is often the first point of contact for practitioners understanding complex procurement issues. He manages the CIPFA Procurement and Commissioning Network, which has nearly 100 member authorities.

Walter specialises in advising enterprises on contract risk and procurement and maximising value from complex commercial arrangements. He has a track record of successfully delivering evidence-based improvement, cost savings and performance recovery on large complex contractual arrangements.
Walter has worked at board level with some of the world’s leading multinational companies, across a number of industries, as well as UK central government departments and local authorities. He has expertise in helping clients at all phases of the contract life cycle, both pre and post award, from business case assessment, through post award transition, contract deployment, and contract management; to contract close and exit.
