John Anderson MBE
John Anderson lives in Edinburgh and is a graduate in music, a law graduate and a qualified teacher. He retired as head of Fitness to Teach with the General Teaching Council for Scotland (GTCS) in 2012. John is a lay panellist with RCVS, IFA and the Faculty of Advocates (Scottish Bar). He is also a member and a chair of the Investigating Committee of the General Medical Council and chair of the Farriers Registration Council Disciplinary Committee.
Helen has wide experience of public service at a senior level in both executive and non-executive positions. She currently serves with a number of other regulators, including ACCA and ICC. She is a lay member of the Charity Tribunal, a specialist lay member of the Mental Health Tribunal and has served as a lay member of the Employment Tribunal.
Margaret has been Chief Executive and Registrar of the Complementary and Natural Healthcare Council since September 2011. Prior to this she was Chief Executive and Registrar at the General Chiropractic Council. Previous roles included Chief Executive of the Occupational Standards Council for Health and Social Care and Head of the NHS Open Learning Unit.
David Ewart CPFA
David has been a CIPFA member for over 35 years. He is a graduate of Bristol University who spent his working life in London local government finance. After qualifying at Merton Council, he worked for Ealing Council for nearly 30 years, his last post being as a Finance Director and deputy CFO. Since retiring from Ealing he has taken up a number of audit committee and treasurer appointments.
Lee Gledhill is a barrister at the independent bar and formerly a qualified nurse. He is Head of Chambers of Alexander Chambers in London, Trident Chambers in Manchester, and their respective corporate divisions.
Sheila is retired from a career in the health service and higher education. She is a magistrate and has several years of experience in professional regulation work with a number of regulators. She is an independent lay chair of Performers List Decision Panels for NHS England.
Christopher Johnson CPFA
Chris is a retired CIPFA member with significant local authority experience gained in an outer London Borough at a senior level. His experience covers a wide range of customer service and back office delivery activities. He is fully conversant with the standards of behaviour expected by CIPFA, public organisations, the public in general and chose to use the skills gained during his career to ensure the maintenance of public confidence in the public sector wherever possible. He is also engaged in other voluntary activities that benefit young people.
Peter works in the field of public inquiries. He has led teams acting for the Mid Staffordshire NHS Foundation Trust Inquiry, the Rosemary Nelson Inquiry, the Bloody Sunday Inquiry and the Jersey Care Inquiry. He currently acts for clients on the Grenfell Tower and Infected Blood inquiries. He sits as chair/panellist for the General Pharmaceutical Council, Solicitors Disciplinary Tribunal fitness to practise committees, and the Gwent Police Authority.
Roseann practiced as a solicitor in both the public and private sectors for 30 years, before retiring in 2019. A partner in a specialist family law firm, she undertook all aspects of family law including financial applications and care proceedings. She transferred to the public sector working for a Local Authority, specialising in housing and anti-social behaviour litigation, as well as policy work. Since 2019, she has been engaged by the College of Policing to assist with recruitment, is a supporting inspector for the Association for the Education and Guardianship for International Students and works in the voluntary sector as a Childline counsellor.
Matthew Lohn, Chair
Matthew is the former Senior Partner at Fieldfisher. He practises as a partner in the public and regulatory law team. He has also sat for nine years as legal chair for the National Anti-Doping Panel, and served two terms at the Independent Press Standards Organisation: firstly on the Complaints Committee, and more latterly as a board member.
Bryan Machin CPFA
Bryan is the Deputy Chief Executive and Executive Director of Finance and Resources at Leeds Community Healthcare NHS Trust where, in addition to his financial role, he has responsibility for informatics, business intelligence, estates and risk management. He has served a wide range of NHS organisations across Yorkshire and the Humber, and is also a Trustee and Vice Chair of St Anne's Community Services which provides care, support and housing in the North of England.
Garry Martin FCPFA
Garry was appointed Director of Services with Donegal County Council in 2011 and heads up the Economic Development Directorate of the council. He is the Director of Information Systems and Emergency Services and designated Director of the Donegal Municipal District. He previously held the position of Head of Finance with Donegal County Council from January 2010 to May 2018.
Prior to its abolition as part of a national rationalisation in May 2014, he was the Bundoran Town Manager. He held the position of President of the Heads of Finance for Local Government in the Republic of Ireland from May 2016 to May 2018. He also holds a Masters in International Business (MSc) from the Ulster University and an Advanced Certificate in Business Counselling from Durham University Business School.
Valerie has been a Grievance Panel member with the Probation Service, and magistrate and deputy chair at Highbury Corner Courts. She is a member of various committees in connection with the courts, and is a trained mediator, appraiser and mentor. She is presenter and contributor to published ASET paper on education and training and proprietor of the Property Company. She has previously worked as a market researcher, lay member of the SDT and lay member of FHT Complaints Panel.
Pete Smith CPFA
Pete has been a CIPFA member for over 30 years, and a Section 151 officer for 14 years. He has since retired as Head of Finance at Calderdale Metropolitan Borough Council. He was Past President of the Society of Municipal Treasurers. He was a long-standing member of CIPFA's Local Government Policy Panel. He is also a former CIPFA Examiner and Chair of the Senior Management Group in the North West and North Wales Region.
Ben Walsh is a civil, commercial and workplace mediator. He is a Lay Member of the Solicitors Disciplinary Tribunal, and an Independent Chair/Selection Panel Member for the Judicial Appointments Commission. He sits on the Registration and Standards Committee for the Civil Mediation Council.
John Webster CPFA
John has been a member of CIPFA since 1975 and throughout his career held a number of senior finance roles in local government, including as finance director.
