General Finance CIPFAstats+ Datasets

General Finance features an extensive array of datasets examining local authority expenditure, including a complete breakdown of the RA and RO datasets. It also includes information on capital expenditure, assets, grants, council tax and balances and reserves, as well as non-financial information relating to the number and size of public facilities.

Capital Expenditure and Treasury Management Dashboard 

This interactive Power BI dashboard covers:

  • long and term short term borrowing

  • external investments

  • interest income

  • interest payable during the financial year.

This is for authorities in England, Scotland and Wales. The principal source of data is MHCLG’s Borrowing and Investments live tables which are updated quarterly – the dashboard will be updated annually in accordance with the end of the financial year.

Council Tax Demands and Precepts Dashboard

Statutory datasets on council tax rates levels and national non-domestic rates collection rates are combined to produce an interactive Power BI dashboard, which illustrates the changing position of council tax demands and precepts for authorities in England, Scotland and Wales over the last five years. Analysed alongside data on dwellings and households, the dashboard will also visualise key statistics, such as average council tax per dwelling and Average Band D equivalent council tax compared with previous years.

What is the benefit? 

Accurate understanding of your council tax and other rates coupled with information on the households in your area will allow you to build a clearer picture of future demands and precepts within your borough. 

Finance and General Estimates/Actuals England/Wales Dashboard

Annual General Fund Revenue Account and Outturn publications are used with demographics, council tax and other statistics to produce an interactive Power BI dashboard, which summarises the income and expenditure of authorities in England and Wales while placing their position in context. This dashboard is split into recorded and forecasted expenditure and will be updated twice a year following the publication of the relevant datasets in August and November, respectively.

What is the benefit? 

A biannual snapshot giving you a view of where your council is allocating its valuable resources in comparison to others. With the now added ability to forecast current and future development spend.

Local Authority Assets Dashboard

Taking HM treasury’s Whole of Government Accounts (WGA) datasets as a base, this interactive Power BI dashboard covers the evolving stock of assets, liabilities and reserves of authorities in England, Scotland and Wales over the last five years. The dashboard will be updated in autumn following the annual publication of the WGA statistics.

What is the benefit? 

A comprehensive overview updated each autumn giving you the ability to gain insight and clarity of the government’s asset portfolio for the last five years.

Rating Review Estimates/Actuals (Scottish) Dashboard

The Scottish Local Financial Return publications form the basis of this interactive Power BI Dashboard, which summarises expenditure across each service area and offers analysis of authorities’ Housing Revenue Account and capital expenditure. The dashboard is split into recorded and forecasted expenditure and will be updated following the publication of the relevant datasets in August and November, respectively.

What is the benefit? 

Gives you the ability to, at a single glance, summarise across each service area, providing expansive analysis and forecasts between Scottish local authorities.

Revenue Collection Dashboard

Annually collected survey data is combined with national non-domestic rates return and quarterly return of council taxes and non-domestic rates statistics to produce an interactive Power BI dashboard on council tax and national non-domestic rates collection. The dashboard will be updated following the collection and collation of surveyed data every December.

What is the benefit? 

Giving you a clear view of all business and council tax revenue collected by your council and others, providing you with the opportunity for comparison.

Scottish DoF Performance Measures Dashboard

This dashboard, aimed at the directors of finance (DoF), uses annually collected survey data to provide an overview of Scottish authorities’ position across several key areas such as council tax and business rates collection, payment of salaries, wages and invoices and corporate finance provision. Data is provided on the last five financial years and the dashboard will be updated following the collection of surveyed data in November each year.

Gives directors of finance an annual overview of key metrics within the Scottish authorities covering the last five years.
