This paper is based on the Finance Advisory Network July 2014 series ‘The case for alternative service delivery models in the Public Sector’ plus some observations since the event.
The paper is divided up into seven sections, which follow the journey a local authority will need to undertake in deciding whether ‘alternative service delivery’ is an option for it.
The sections are:
- the key drivers for change
- which direction?
- which model?
- practicalities
- sink or swim - critical success factors
- accounting for joint arrangements
- business partnering and new skills.
