The attached draft paper examines the financial and
service performance of those councils who have so far been rated as good
by Ofsted.
The paper identifies a number of ways in which
these councils deliver good outcomes while making good use of resources.
The next set of events will look at this analysis in more depth - looking
at the financial benefits of these approaches and how a number of these
councils with these financial benefits still achieve good
outcomes with out overspending.
