The summer series of CIPFA Benefits events provided a detailed update on the progress of the welfare reform process. It followed on from the spring series, which provided details of the legislative and other changes scheduled to be implemented in 2018 and updated delegates on the progress and impact of those changes.
The first session reviewed the legislative changes and other announcements affecting housing benefit. The second session described the new subsidy assurance framework which replaces the current auditing and compliance rules for certification of housing benefit subsidy claims from April 2018.
The events were aimed at local authority staff involved in the policy development and management of benefits services and other organisations with an interest in the local delivery of benefit services.
By attending this event, delegates were:
- made aware of the latest information on the development and roll-out of the government's welfare reforms and universal credit and how this may impact on local authorities’ services and costs
- updated with the latest policy announcements and caselaw
- given an understanding of the impact of universal credit full service and the planning and preparations required to deal with the impact on local benefit services and claimants
- able to identify how those services will need to develop and change in order to provide effective support services to benefit recipients.
