On 13 December 2018, the Ministry of Housing, Communities & Local Government (MHCLG) published information on council tax referendum principles 2019 to 2020 and alternative notional amounts.

The two drafts report on council tax referendum principles for local authorities, fire and rescue authorities, and police and crime commissioners in respect of 2019 to 2020 and alternative notional amounts for specified authorities to make like-for-like comparisons between their 2019 to 2020 council tax decisions and 2018 to 2019, for the purposes of determining whether their increases are excessive.
