The Valuation Office Agency has updated its online Council Tax Manual. This is primarily provided as practice guidance for valuation officers. However it is a useful technical guide for council tax practitioners in helping them understand the law appertaining to the assessment of domestic properties for council tax purposes.
There are separate sections within the manual in relation to proposals and appeals for England and Wales.
